The Situation
About 2400 ATVs are sold per day nationally and there are more ATVs sold than dirt bikes and street bikes combined. There has been a huge explosion in the amount of use and there are projections of continued double-digit growth for the next several years. With the baby boomers reaching retirement age, the “Graying of America” phenomenon creates a tremendous potential market for the OHV industry. Now, the Forest Service has released their Travel Management Rule which directs Forests and Districts to designate motor vehicle routes. Many federal, state, and local agencies are feeling challenged, frustrated, and overwhelmed. How do we control this use? How do we manage this use? There is a nationwide shortage of expertise in OHV management. What do we do?
The Solution
With a background as a Forest Service/BLM OHV Program Manager, OHV Master Performer, and national OHV Trail Consultant, Dick knows how to meet and overcome these challenges and will present the tools required to successfully manage OHV use. Drawing from his knowledge and background, this insightful and interactive presentation will discuss proven concepts in sustainable OHV trail design and management. Joani has a strong background with user groups and land use, so she can add the perspective of those sitting on the other side of the table. Topics include: understanding the user’s needs, trail planning, trail design, trail location, providing resource protection, key engineering strategies, signing, mapping, education, and law enforcement. This session gives the attendee the basic tools and concepts to turn challenges and frustrations into successful OHV programs. Anyone dealing with OHV design and management issues will benefit from this workshop. The small class size will allow time for individual questions.
The Presenters
Dick retired from the Forest Service in 2005 after serving 35 years as a project engineer, OHV planner and designer, and OHV program manager. As the Central Oregon Interagency OHV Program Manager, he was responsible for implementing designated, managed OHV trail systems on the Deschutes National Forest, Ochoco National Forest, Crooked River National Grassland, and the Prineville District of the BLM. He consulted nationally as the Pacific Northwest Regional Master Performer for OHV and Snowmobile Trails and Facilities. Now, he consults nationally with RecConnect and has implemented more than 900 miles of OHV trails.
Joani has extensive experience working with recreational and land use issues and she has learned to work collaboratively with land managers for the last 25 years. She has helped establish clubs and knows the importance of volunteer participation. She was one of the founders of the Oregon Recreation Coalition and has lobbied for both state and national issues. She has assisted in the layout and design of over 300 miles of OHV trails and understands the key elements of successful OHV management. She works tirelessly to promote access and responsible use of public lands.
As a dirt bike riders, ATV riders, snowmobilers, and 4WD enthusiasts, Dick and Joani know the world of OHVs, but they also know that OHVs have to be responsibly managed and they have learned the tools to successfully accomplish that task.
When and Where
As part of the annual Professional Trailbuilders Association Conference, this valuable OHV workshop will be conducted at the Atlantis Casino Resort on Friday, March 14, 2008. To allow time for participants to travel home, the workshop will start at 8:00 am and will conclude around 3:30 pm.
Fee
The cost will be TBA for early registration (through Feb. 16) and TBA after Feb. 16. A workbook will be provided and the price includes lunch as well as morning and afternoon refreshments.
