Project Description: The Economic Development Group of Kittitas County, in partnership with Kittitas County Parks and Recreation District No. 1 and multiple project stakeholders are seeking proposals from an exceptional team of professionals that can develop an award-winning trail master plan and design for a recreational corridor connecting Ronald, Roslyn, Cle Elum and South Cle Elum to the Teanaway Community Forest. This project will provide a plan for critical recreation corridors that are a part of a larger planning to enhance wildlife habitat and protect wildlife travel paths to connect wildlife habitat in the Cle Elum River Corridor and the Teanaway Community Forest.

Project Overview
The goal is to develop a plan and design for a stacked loop trail system stretching from Ronald to Roslyn and Cle Elum with trailhead(s) and signed routes originating in each community. The recreation corridors will include the Roslyn Urban Forest (Section 17), private parcel(s), the Central Cascades Forest (CCF LLC managed by The Nature Conservancy (TNC)) land, including the prominent rock outcrop on the top of the ridge. Ultimately, this system will connect with trails in the Teanaway Community Forest, located adjacent to this project area. The plan and design will build upon and enhance the stacked loop trail system conceptualized in the Roslyn Urban Forest Design Charrette and identify key regional recreational connectivity corridors.
The project area is a popular summer and winter recreation area for biking, hiking, horseback riding, snowshoeing, and skiing with numerous unauthorized, unsustainable routes causing resource damage and conflicts. Motorized vehicles are prohibited in the project area, with the exception that snowmobiles and other over-snow vehicles are permitted on TNC-managed land. Currently there is minimal recreational mapping and signage. A map depicting the project area is attached, as Attachment A.
The project leadership team seeks an entity, firm or team to develop this plan and vision for the Cle Elum Ridge. This project will require a significant level of coordination between the project leadership team and partners, including; Kittitas County Parks and Recreation District No. 1, The City of Roslyn, TNC, Washington State Department of Natural Resources, and other interested parties. In addition, the project will require engaging the public and other stakeholders such as landowners and potential new project partners. Multiple community workshops have identified use patterns, needs, and potential connections for a regional recreational network. The community voice has been captured in various planning documents, including the City of Roslyn’s Parks and Recreation Plan recently adopted by the Roslyn City Council and approved by the Washington State Recreation and Conservation Office. Two identified needs are: 1) providing trail connectivity from the Roslyn Urban Forest trail network to existing trail networks in the private parcels that separate them, and 2) creating other access points/trailheads between Ronald and Cle Elum to disperse recreational use from funneling through the Roslyn Urban Forest. The scope of work for this project is attached as Attachment B and shall be incorporated into this RFP by this reference.
