Short Description (25-30 words): This project is for construction of 33 miles of MTB optimized natural surface trail at Cacapon State Park in WV. The WV DNR seeks qualified firms with experience in constructing high quality shared-use and mountain bike trails that provide excellent mountain bicycling opportunities.

This project will be split into 3 separate contracts to be awarded by WV DNR. Each contract specifies the trail segments to be constructed in that contract, no trail segment will be shared between contracts.

MANDATORY PRE-BID CONFERENCE:
A mandatory pre-bid meeting for all interested bidders will be held on Thursday, June 26, 2025, at the Cacapon Resort State Park Conference Room, located at 818 Cacapon Lodge Drive, Berkeley Springs, WV 25411, at the following local times:
• 10:00 AM – Backcountry Contract
• 11:00 AM – Technical Trail Contract
• 12:00 PM – Lowlands Contract

A site walk of the project area will follow the final meeting, beginning at approximately 1:00 PM. The site walk is not mandatory but strongly encouraged for all bidders. Due to the large scale of the project if requested a guided site walk with the trail designer can be arranged to areas of interest the following day.

All plans, technical specifications, bid forms, and additional instructions to bidders are available on the WVOASIS Vendor Self-Service (VSS) website:

This project is subject to Davis-Bacon wage rates and federal contracting requirements, as it is partially funded by the U.S. Department of Commerce – Economic Development Administration (EDA Award Number: 01-79-15230).
WVDNR reserves the right to reject any or all bids and to waive irregularities in the bidding.
