The City of Mason City, Iowa is current soliciting proposals for the construction of a new bike park, pump track, bike playground and associated other riding features for a destination quality facility. This project includes the following scope. 1. General: The specifications below detail the components of a complete bike park facility, with a budget not to exceed $2,300,000. The facility aims to be a destination-class attraction, attracting users from the region and providing an amenity for constituents. The outlined components include but are not limited to those detailed below. 2. The facility will be located within Mason City, Iowa near and within the floodplain of the Winnebago River. The Facility will operate from late spring to late fall, weather permitting. Installation is scheduled to take place during the 2024 construction season. 3. The facility will consist of the following elements at a minimum: a. Bike Park i. Progressive trails for a variety of users and experience levels. ii. (2) Bike Park Starting Hubs that are unique, creative, and distinct and identifiable to Mason City. iii. (1) Unique and creative rideable feature minimum that will be distinct and identifiable to Mason City. iv. Various prefabricated and/or custom rideable features throughout the trails. v. See ‘The Railyard’ of Rogers, AR for inspiration and intended experience. b. Youth Bike Playground i. Intended user experience to be geared toward ages 5-12. ii. Trails shall be paved with suitable asphalt paving, or other hard paved surface approved by Owner. iii. Design shall incorporate prefabricated and custom rideable features. iv. See Bentonville Bicycle Playground for intended experience. c. Progressive pump track i. Pump track shall be paved with suitable asphalt paving. ii. Provide different and distinguishable routes based on ability and level of experience of the user. iii. See Thaden School Pump track for inspiration. d. Various Singletrack trails leading to the facility i. Trails to be bi-directional and naturally surfaced. ii. Incorporate technical trail features (rock senders, rock gardens, skinny’s, etc.) every 200 linear feet. iii. Fencing to be installed along existing public works maintenance road for bike/road separation. Refer to the attached general site plan(s) for further information regarding locations of the various elements outlined above.

  1. Site Drainage: The proposed bike park facilities shall include intentional surface level and/or underground drainage systems that accommodate a 10-year (NOAA Atlas 14) rainfall event for the Mason City region. Subsurface drainage improvements shall be coordinated with the Owner/Engineer for drainage outlet locations and design review. Refer to general site plan(s).

  2. Site Restoration: The awarded bidder is responsible for restoring disturbed areas within their scope. Additionally, the project mandates the planting of (12) Bur Oak (Q. macrocarpa) within the bike park facility. Site restoration will adhere to Iowa SUDAS section 9010 specifications and include hydroseeding with a native forbs and grasses mix.

  3. Coordination: Construction of the bike park facility will run concurrently with the construction of the Bike Shelter Facility and associated site work. The awarded bike park bidder is expected to coordinate all work with the Bike Shelter Facility Contractor including location of features, tie in points, and site restoration upon completion of the project. The basis of design should include coordination for staging, utility work, restoration, and site grading up to the limits as shown in the attached General Site Plan.

  4. Contract Requirements: The project is funded in part by a state grant from Destination Iowa. The project will be subject to prevailing wage and fair labor practice laws/regulations and other requirements. See attached additional documentation for project contract requirements.

  5. Marketing Requirements:

    1. Upon award, bidder is required to announce contract award on their associated social media pages.

    2. During Construction, the awarded bidder is required to provide bi-weekly construction updates on their associated social media pages.

    3. Upon acceptance of the project by the owner, bidder is required to announce the completion of project and announce opening date on their associated social media pages.

    4. If requested, Bidder will make themselves available to various marketing outlets for interviews, including but not limited to Newspapers, journals, trade publications and others.
